Vortex: Hey, hey. (he gently makes her face him) You're safe and in a better place. Nothing good ever came from dwelling on the past. We have your back. (he smiles) Alright?

The Hellhound Adoption Foundation was a Hell-wide corporation created in the Sloth Ring that was founded and funded by the King of Sloth, Belphegor, and is a subsidiary to his corporation, Belphe-Tech. They specialized in housing, breeding, and indoctrinating young Hellhounds (or pups) with the intention of raising them to be competent slaves or pets. Despite the higher-ups claiming the organization be altruistic, the operation truly existed to maintain Belphegor's racist and oppressive laws against Hellhounds, and were widely known and reviled among Hellhounds for their inhumane and sinister treatment of the pups within.

Background[]
The Hellhound Adoption Foundation was established at an unknown point in time during Belphegor's reign over the Sloth Ring. The organization was established to raise and indoctrinate young Hellhounds with the mindset of being an obedient slave or pet. The foundation began in the Sloth Ring, but gradually became a Hell-wide operation as Belphegor's laws against Hellhounds were soon adopted in Hell's other rings, leading to them widely being discriminated against.
The foundation's acts became widely known to Hellhounds to the point where it was considered virtually a death sentence to be a Hellhound born in the Sloth Ring.

Chapter 4[]
In "When Worlds Collide", the foundation is depicted in a flashback where Loona found herself in trouble with Sloth's law enforcement for vandalism (which had happened twice prior). Karen confronted Loona and viciously reprimanded her behavior, threatening to hand the young Hellhound over to a Hellhound detention center should she continue her loutish behavior. She also reprimanded Loona for removing her shock collar - which she did so to relieve herself of discomfort - and had an assistant robot give her a new one. Karen determined that Loona ultimately needed to be "reconditioned".
In "Worker Relations", the foundation is depicted in a flashback showing Scavenger Units and the foundation's robotic staff invading and searching a district as part of their mission to capture any and all pups. Loona's parents witnessed Scavenger Units tearing distraught pups away from their parents. Loona's father told his wife to run away with their pup while he gave them time to escape. As Loona's mother bolted for the bedroom window, agitated Scavenger Units broke into the household and pursued her, only for Loona's father to launch himself from his position and pin the unit down. Due to the extreme stress of the situation, Loona's father's shock collar was activated, weakening his grip on the unit, which allowed it to regain its footing and stab Loona's father in the chest with the pointed tips of their feet, killing him, before continuing to pursue his wife and pup.
Loona's mother managed to escape her home, but the stress of the situation activated her shock collar, causing her to collapse to the ground, although she shielded her pup from the impact. Her mother laid on the ground, crying for nearby demons to take her pup, although it was not long before she was tased and assaulted by several of the foundation's soldiers, who promptly arrested her for her defiance. Two Scavenger Units and three demonic employees of the foundation surround the pup, the demons laughing and joking about how the Hellhounds at the town are having a "shitty day". One of the demons reads the pup's nametag "Loona", and says offhandedly that she was "one hell of a catch", before the pup was taken to the foundation.
In "The Deep End", the foundation is again presented in a flashback depicting Blitzø's adoption of Loona. The headmaster of the orphanage led Blitzø to the main hall so that he could select which Hellhound he wanted. Upon seeing Loona staring at him angrily in a corner, Blitzø underwent cuteness overload, squealing excitedly with hearts in his eyes, and told the headmaster that he wanted her. The headmaster and staff hastily attempted to convince Blitzø to adopt a younger and more obedient Hellhound as they were preparing to euthanize Loona since she was approaching the age of an adult, but Blitzø insisted on having her as his daughter. After her adoption papers were signed, the headmaster of the orphanage gave Blitzø a shock collar to keep Loona under control, but after exiting the orphanage with Loona, he threw the collar away and embraced Loona, much to her chagrin, elated to have her as his daughter.
Following the destruction of Karen, all Hellhound shock collars deactivated, which allowed the oppressed Hellhounds in the Sloth Ring to finally revolt and fight back against their persecutors. Many Hellhounds alien to the Sloth Ring used Elevator 666 to travel to said ring for the sake of destroying the foundation's bases and freeing the pups within. This, coupled with all Scavenger Units across the Sloth Ring going offline, ensued the eventually collapse of the foundation.

The Hellhound Adoption Foundation's purpose was to find owners for homeless, orphan or stray Hellhounds. The foundation possessed hundreds, or possibly thousands, of facilities such as orphanages (which moreso resemble pounds or prison cells) and detention centers based across their ring of origin. The staff and employees of the foundation consisted of either Hellborn demons or robotic assistants manufactured by Belphe-Tech.
As a result of their affiliation with Belphegor, they were granted immense resources such as weaponry and their own supply of Scavenger Units from the King of Sloth. Their weaponry included remote-controlled shock collars, batons, tasers, and Hellhound mace. The organization became widely known other sending their Scavenger Units to kidnap infant or young Hellhounds from their families or off the streets and having the robots bring them to their facilities.
To achieve their goals of indoctrination, the pups under the foundation's "care" were often subjected to child labor and harsh treatment at a young age to get them into the mindset of an obedient pet. Any pups who were disobedient were subjected to harsh punishments such as hard labor, screaming lectures, being denied food, beatings with tasers and whips, and being excessively shocked with their collars. Any pups who were caught attempting to flee the facilities or repeatedly break the foundation's rules were sent to abusive reform schools where they were subjected to solitary confinement and physical abuse for weeks on end. One of the foundation's most secretive rules is that any Hellhound who was not adopted by the age of 18 was to be euthanized, which is not known to the public or even the pups within.
